He began breaking the Constitutional Law by not presenting to National Congress the Honduras’ General Budget for fiscal year 2009, due in September 2008, and at the time he was constitutionally removed the budget had not been submitted to Congress.<br /><br />Why did he not present a budget? He was manipulating and twisting arms of anyone on his way, specifically the Honduras’ Congress, Supreme Court and Army. Zelaya did not deliver cash from the national treasure to Congress, to pay congressman and congresswoman, for three (3) consecutive months.
